This crooked individual is none other than the notorious wheeler dealer Chaminda Perera, the co ordinating secretary to the deputy minister of defense.
During the period when Gotabaya Rajapakse was the defense secretary ,Chaminda got down 100 tons of dynamite despite being fully aware that the commodity was nearing its expiry date . As a result of this racket aimed at making a fast buck for himself and driven by the desire for most selfish and sordid gains , the government of Sri Lanka (SL) lost over Rs. 21.2 million ! The one who gave approval for this unlawful anti national corrupt deal was Ms. Damayanthi Jayaratne who was the additional defense secretary at that time , and who has now fled to Australia.
In addition , Chaminda Perera has collected a bribe of Rs. 500, 000.00 from each applicant when issuing permits for firearms during that period, it is reported.
The secretary to the special Presidential commission , H.W Gunadasa while commencing investigations into this criminal corruption has already sent a letter to the former additional secretary on the 2nd of March ( letter is herein).
In the circumstances , the deputy minister of defense Ruwan Wijewardena has committed a most heinous offence in addition to the crime of keeping Gotabaya Rajapakse’s wheeler dealer scoundrel Chaminda Perera as his coordinating secretary . That is , without adhering to the procedure followed by state Institutions of interdicting such a culprit as soon as investigations are commenced , Ruwan has continued to have him as his co ordinating secretary instead of serving interdiction orders on him.
According to the business community of Colombo, this wheeler dealer who engendered colossal loss in millions to the government has somehow crept back into the defense ministry through Ruwan Wijewardena based on a conspiracy hatched by a popular businessman. Since Ruwan’s sex starvation has directed his erection towards the mistress of that businessman , this notorious wheeler dealer was appointed by Ruwan as his secretary, the business community point out.
No matter what , may Ruwan Wijewardena be warned that if he is nursing hopes of taking over the leadership of the UNP , he must steer of clear of this type of stupid mis-directions and erections. It can only land him in the worst hellhole.

Colombo land corrupt deal of Rajapakses depriving State of Rs. 780 million revenue surfaces - New wheeler dealer is Ranil’s younger brother !

(Lanka-e-News -22.March.2016, 10.35PM) A massive fraud involving a State land which deprives the state of a revenue of Rs. 780 million orchestrated by Mahinda Rajapakse just prior to the presidential elections is now being propelled and promoted with the full knowledge of the present prime minister (P.M.) Ranil Wickremesinghe , according to a most rudely shocking and deplorable report reaching Lanka e news inside information division.
Medamulana Mahinda Rajapakse a byword for worst corruption and crimes who even treated elephants in the wild forests as his own during his reign , on the 8th of January 2015 just ahead of the presidential elections ,by tabling a special cabinet paper , transferred a valuable plot of Colombo land , 130 perches in extent to a close businessman of his.
The name of that businessman is Deshamanya M.A. Gunatileke , the Kandy Tyre house chief.
The land is situated in a most valuable area , Colombo 2. The 130 perches land that extends from Vauxhall street to Beira Lake belongs to the State. The gross market value of land in that area is about Rs 12 million per perch , whereas Mahinda Rajapakse gave that land to his close pal at a price as low as Rs. 6 million per perch.
Of course the businessmans have been ready to line the pockets of Mahinda Rajapakse with many millions through this type of deals.
On the 8th of January Medamulana Rajapakse was fortunately defeated and Maithripala Sirisena took over the reins. With the overthrow of corrupt Rajapakse the cabinet paper pertaining to the corrupt deal too went underground.
It is common knowledge now that after the wheeler dealers of the Rajapakse’s ‘nefarious decade’ got displaced with the Rajapakses getting thrown out lock , stock and barrel, a new group of wheeler dealers have emerged of the government of good governance who are taking the place of the previous wheeler dealers. One of these wheeler dealers who stands out and most notorious is Channa Wickremesinghe who is a brother of Ranil Wickremesinghe.
This Channa Wickremesinghe has come forward to put through the deal relating to this Vauxhall street property.
Accordingly ,the same cabinet paper of Mahinda Rajapakse is to be tabled now just like it was previously. That is , all arrangements have been made to transfer the 130 perches land worth Rs. 12 million per perch at Rs. 6 million per perch to the same Deshamanya , the Kandy tyre house chief.

By this deal the country stands to lose a whopping Rs. 780 million ! Therefore , what the cabinet of government of good governance ought to have done is rescind that corruption ridden cabinet paper of ex president Mahinda Rajapakse which was not implemented, and re considered it afresh . A most valuable state land as this can be transferred only after following the tender procedure duly.
May we emphasize at this juncture that Lanka e news first with the news and best with the views , and always espousing the cause of justice and fairplay come what may in the best interests of the nation , has no grudge or grouse against any businessman. If the project for which the Kandy tyre house chief is trying to get that land is going to be a successful one, well there is no harm done provided the land is given at the present market value , and not at the cheap rate.
Therefore this deal should not be concluded in a manner that the Lion’s share (illicit gain) creeps into the pocket of Channa Wickremesinghe , the brother of Ranil Wickremesinghe to the detriment of the country. These are State lands that belong to the people. Just because Wickremesinghes are born in Colombo that does not mean those lands belong to them.
If Ranil Wickremesinghe the P.M.has need to continue to be described as ‘Mr. Clean,’ this deal of his younger brother should be halted forthwith and this State transaction should be done duly again . It is best if every stalwart and every heavyweight of the Government of good governance bear in mind that the people of Sri Lanka emerged victorious via the Rainbow revolution on the 8th of January 2015 , not to wrest the opportunities for illicit deals from one family in order to grant them to another family.

Political appointees and downsizing Foreign Missions – Gimmicks by the Yahapalana Government Featured - Dec 14, 2015 (From LNW)

Soon after the Foreign Ministry spokeswoman Maheshini Colonne told a recent media briefing that the yahapalana government did never say that it would stop making political appointments to the surprise of many of those who wanted a true change comes the news that the government will be downsizing the Missions. Colonnes comments on political appointees came after the Yahapalana stalwarts, mainly incumbent Foreign Minister Mangala Samaraweera, at every forum before January 8 found fault with the Rajapaksa government for making political appointments to Sri Lankan Missions.
Answering a question by a journalist on why the political appointments are still being made Colonne who is even better than the former police spokesman clearly stated that political appointments will be made as there is shortage of officers in the Ministry. Lanka News Web has already exposed the conduct of Colonne who is a well known turncoat who changes colours faster than a chameleon. She was currying favour with the infamous Sajin Vaas and from January 8 this year became very critical of the Rajapaksa government and got round Foreign Minister Mangala Samaraweera. Now she is running the Ministry with Foreign Secretary Wagiswara counting her fingers to go on a posting.

What Colonne failed to say was that the number in the Foreign Service is at an all time high of about 185 with regular intakes in the pipeline. It is no secret that in the Ministry even mid level officers have to share the same table due to lack of space. She also failed to say that trade officers serving in the Missions come from the Commerce Department and the Defence attachés come from the three forces and sometimes those from the police are also sent. In addition officers from the Administrative Service are also sent to Mission. At lower level clerical and non-clerical positions government servants from the Public Management Service are sent. With all these specialised officers available how can the spokeswoman justify that there is a shortage of qualified officers. Can she say that these political appointees are more qualified and more experience that the career government officers. She has conveniently forgotten how during the Kadirgamar era Missions were run very efficiently with only a very limited number of political appointments made. By going through the spate of recent appointments we see relations, business contacts and party faithful are getting plum positions to educate their children, earn some money and to get medical treatment at state cost.
Rajapaksas ruined the Foreign Service by appointing their catchers at all levels. Now the Yahapalana Government is slowly starting the same thing. Recently a career officer who was nominated as an Ambassador to a European Mission was cut and a political appointee who is a political turncoat well past the retirement age has been nominated. Yahapalana government has also started appointing people at lower diplomatic ranks and for clerical and non clerical lower places. This is a repeat of the madness of Rajapaksas. As exposed by Lanka News Web the yahapalana government has done even better than the Rajapaksas by appointing citizens of host countries as diplomatic officers to represent Sri Lanka making a mockery of our foreign representations. These people are drawing their salaries and enjoying the perks while the career government officers are doing the work.

After the election of Yahapalana government on January 8 most of the political appointees were recalled. The Missions were run by the most senior Foreign Service officer in the Mission. This period should have been an eye opener for the yahapalana government and Samaraweera. All these Missions ran without a problem and the lack of the political head or other political appointees was not felt. Some Missions even successfully handled visits by the President. What happened recently in Paris is a good example for the capability of career officers and how political appointees take the credit. It was the acting Ambassador, a career officer, who successfully coordinated, lobbied and spearheaded the election of Sri Lanka to the UNESCO executive committee. True to form the political appointee Thilakaratna Ranaviraja who is well over 70 years who assumed duties as Ambassador only about a month or two before the election sent letters to Colombo and the Missions thanking the President, Prime Minister and the Foreign Minister for the guidance given (we wonder what the guidance was) and conveniently forgot to give credit to his deputy. But if anything goes wrong the politicians are very good to pounce on the Foreign Ministry and the service officers.
What Samaraweera should have done was to make the suitable acting Ambassadors permanent or even send some suitable career officers to head key Missions. But what he did was to send a few young career officers with two decades of proven experience to Far East and the Middle East as a publicity stunt and appoint a bunch of jokers to key stations. Samaraweera has made some very questionable and unsuitable career service appointments to the Missions also. Now he is talking of sending inspectors to Missions to check and report on compliance and performance. If suitable persons were sent in the first place then there is no need to send inspectors. He has not specified whether these inspectors will be drawn from the Ministry or outside. If it is from outside then there is room to treat some political lackeys with foreign jaunts. Samaraweera has forgotten that regular audit teams visit the Missions and carry out inspections. Even if there is a bad report, past experience shows nothing will happen to a political appointee who is in the good books of the political masters.

Deputy Foreign Minister Harsha de Silva has gone on record that government is downsizing the Missions. Rajapaksas opened many Missions in the African region with the reach Africa policy. Missions were opened in some other places to look after their favourites. Closing down not important Missions is a good thing. It will be good for de Silva to go through the report on restructuring of the Foreign Missions prepared by a committee headed by veteran civil servant M D H Pieris some years ago and get an idea on which Missions to close down. If de Silva actually wants to make a change we challenge him to stop loading the Missions with political appointees and scrutinise the political appointments already made and weed out the unsuitable ones. If a political appointee posses some unique qualification or experience which makes him indispensable then it is worthwhile. But as all are just political lackeys recalling them and not appointing replacements will automatically downsize the Missions without affecting the performance.
Both Samaraweera and de Silva seem to be just trying to get cheap media publicity without actually addressing the issues. People did not make a change on January 8 for this type of political gimmicks and if this continues the yahapalana niyamuwas will end up in the dustbin of history before long.

The talk in the corridors of the Foreign Ministry in Colombo is how a man who is well past the age of retirement, a political appointee, has ousted a career diplomat, to become head of mission in Europe.

The story has become all the more intriguing because the man who served as Consul General in a well-known city in a well-known country during the previous regime, was said to have been looking after the interests of the powers that be at that time. Thereafter, the former administration, grateful for the services rendered, posted him to an Asian capital in the Far East as the head of mission. Then it was time to say goodbye.
Insiders say at over 65 years, well past the age of retirement, he lobbied the high and mighty in the new dispensation. Hey presto!! He has now been named head of mission in a country where communism once thrived, but is doing well despite the recession in Europe. The Ministry boss tried to persuade the higher up not to make the change and keep to the career diplomat’s appointment. However, that was of no avail. No wonder the Foreign Service is once again slipping to the bad old days of not so long ago. To hell with good governance”.
The above is from the Sunday Times of 13 December 2015 refers to Rajapaksa lackey former diplomat Tissa Wijerathna (TW) who has now been appointed as Sri Lankan Ambassador to Poland by the President.
TW joined the Foreign Service in 1981 through back door thanks to late A C S Hameed (ACSH), former foreign minister. TW organised election rallies/meetings for ACSH and spoke at various election meetings for ACSH. ACSH showed his gratitude to TW in an exemplary manner by selecting TW to Foreign Service. TW was extremely poor in his English and therefore he and few others were summoned to a house belong to ACSH’s brother in Kandy and given all question papers of Foreign Service examination prior to the examination. The same crowd was also briefed on interview questions before they appeared for the interview. Thus they merrily secured entry into the Foreign Service.
TW has served at Sri Lanka Missions in Bangkok, Beijing and London. He was also appointed as Consul General in Los Angeles. He served as the Ambassador of Sri Lanka to the State of Israel and Republic of Korea. He returned from Korea only in September this year. His appointment to Korea was made after his retirement from the public service by Rajapaksas to show their gratitude towards TW. Jaliya Wickramasuriya was behind this appointment.
The most important diplomatic appointments of TW were in Los Angeles (LA) and Washington DC. In LA he facilitated all black money transfers of Basil and Gota and other members of Rajapaksa family. He oversaw all property purchases of Rajapksas in LA. Rajapaksas were grateful to their faithful servant and appointed TW again as deputy to Jaliya Wickramasuriya in Washington DC. In DC, TW helped Jaliya to swindle public funds, looked after all Rajapaksa interests in DC as well as Jaliya’s tea business. TW was behind in all payments made by Jaliya and Sajin Vass to various public relations companies in USA which gave huge commissions to Sajin, Jaliya and TW. Jaliya plundered USD 300,000/- when he purchased a new building for the Embassy and TW was behind that by signing all documents and vouchers for Jaliya.
Therefore, TW should now be in jail rather than being posted to Poland as Ambassador or be summoned by the FCID.
Though TW was given postings in plum places like LA, London, Washington D C he is not a capable officer. He should not have been given any rank above First Secretary.
Recently he was caught with that gold necklace issue when he was working as Ambassador in South Korea. A poor Sri Lankan died there and his very valuable gold jewellery was sent by TW in the diplomatic mail bag which is illegal. Not only that TW even wrote on the packet that it contains gold jewellery and his cronies in Colombo easily got that. It showed how unprofessional he was. However, TW’s foreign ministry friends saved him from all wrongdoing by sending an innocent peon to jail and by issuing a new circular. Poor family of the deceased man did not get anything. However, TW should have been surcharged for that.
The most interesting aspect of this new appointment by the President would be what the so called High Post Committee of Parliament would do when TW appear before that in the future. Under Yahapalanaya (Good Governance) these Committees should act independently. TW’s new appointment shows how helpless Foreign Minister Mangala is. He has no say at all. Ranil Wickramasingha cannot also say anything as he has got many of his friends appointed as Ambassadors through the President.
