The preliminary set of policies named as ‘Let’s Build Sri Lanka’ formulated by the National Intellectuals Organization (NIO) with views and suggestions from the public to turn the country towards an auspicious direction would be presented to the people at Sugathadasa Indoor Stadium tomorrow (19th) in a bid to get more views, reviews and suggestions from the public.
This was stated by the President of NIO Prof. Chandana Abeyrathne, the Dean of the Faculty of Social Sciences in the University of Kelaniya at the press conference convened at Pita Kotte yesterday (17th) to announce the event.
He said despite the country is said to have received independence 71 years ago, Sri Lanka has become a country that depends on loans instead of establishing a production economy. He said as crises have developed in all sectors including the economy, education, health, transport, Fine arts and culture as well as sports, living has become a tribulation for the people. He said the present situation is the result of handing over the administration of the country to crafty politicians and now it is high time that intellectuals, scholars and professionals as well as artists and authors who have been silent and inactive all this time come forward to direct the country towards a correct path.
Speaking further Prof. Chandana Abeyrathne said, “The NIO appointed 10 committees consisting of doctors, engineers, professors, artists and scholars to formulate preliminary policies that could turn the country towards a new direction. On the 19th we present it to the people to get the people to have a broad dialogue so that more views and suggestions could be got from the people.”
Former Ministry Secretary E.A.P. Gunasekera, Attorney at Law Harshana Nanayakkara, Senior Lecturer Dr Harini Amarasuriya, Dr Hiniduma Sunil Senevi, Award-winning Author Keerthi Welisarage, Senior Lecturer Vijith Rohana Fernando also addressed the media.

“The views and suggestions the people made when they went around the country meeting people to formulate a national policy and a programme for the country to make it a Resilient, contented, unwavering and an ethical Sri Lanka have been included in the national policies we are presenting to the people today,” said Prof. Liyanage Amarakeerthi of the Department of Sinhala in the University of Peradeniya at the National Convention of National Intellectuals Organization (NIO) and launching of its national programme held at the Sugathadasa Indoor Stadium yesterday (19th) participated by a large number of intellectuals, scholars and professionals who had come all parts of the country.
The programme to build the country formulated by the NIO was presented to the people at the Convention and Prof. Liyanage Amarakeerthi further said, “What was launched today is the policy programme we have formulated using our imagination and deliberation with what we gathered by going from village to village, having a dialogue with the people and the intellects we met. A large crowd that has come from all four corners of the island has gathered at Sugathadasa Indoor Stadium. This is a large crowd that has gathered to build a resilient, contented, unwavering, ethical, cultured and civilized Sri Lanka. The suggestions, proposals made by the people have been entered in the manifesto we are presenting to the people today.


The President of NIO Prof. Chandana Abeyrathne, the Dean of the Faculty of Social Sciences in the University of Kelaniya addressing the gathering said, “It is very clear that today is a historic day for Sri Lanka. We, who are participating in this historic event, are pioneers who have a deep belief regarding what Sri Lanka would be in the future and would act to make it righteous. You have become eye-witnesses to this great event.


The NIO was born with a collection of conscious citizens who love our Motherland immensely and knew this country cannot go forward any further as the country was entangled in a tragedy of mismanagement for 70 years. The group of citizens whose thoughts were different and revolutionary engaged in a task to formulate a series of policies that could build our Motherland. The process of formulating the policies for ten sectors took our members to all corners of the island and they had dialogues with all communities so that they could gather information, views and suggestions. The manifesto or the policy programme was prepared taking into consideration all the information, views and suggestions we gathered. We also accept the fact that it should be further sustained. What we are presenting today is only the initial framework. We hope to introduce a policy programme that would not change with the change of governments or individuals but contains a scientific programme that could be implemented.”
The Leader of the JVP Anura Dissanayaka, in his speech, said, “The ‘Let’s Build Sri Lanka’ programme of the NIO points out how the path that had been taken for 71 years should change and on what direction. The policy programme that indicates what should be changed will be launched today. We have confidence that the leaders of the NIO and its membership would bring victory to this programme.


At the end of 71 years, the country has been pushed to the most extreme calamity. Today the debt burden is Rs 10,500 billion. This year more than US$ 5200 million has to be paid as the instalment. Only US$ 2771 million was spent to build Maattala Airport, Hambantota Harbour, Katunayaka Speedway, 1st phase of Norechcholai power station and the Southern Highway. This instalment has to be paid until 2022. What has been created is a country full of debt. The daily income of 43% of the population which is about 8.4 million people is less than US$2. In the estate sector, the daily wage of a worker is only Rs.750. Ours is a state that has a wide gap between imports and exports. US$ 21 billion is spent to import goods but the country receives only US$ 11 billion from exports. It is a difference of US%10 billion. A country with crime and looting, where raping of women is on the increase, has been created. Do we hand down such a country for our children? We shouldn’t allow the country to be dragged to such an end. We should act to change this situation.
These rulers robbed people’s assets. They have encouraged theft. Throughout the last 71 years, they have committed crimes and protected thieves and criminals. This destructive journey should be stopped. Instead, a new society with social equality should be established. This goal could be achieved by carrying out an unceasing struggle against the inequality of capital and power. This policy programme gives that struggle a good start.


The people should actively mediate in building the economy and society. People should be given strength and should be prepared for it. The world is speedily getting contracted commercially as well as in human values. In such a world we are recognized from our accomplishments. The achievements our country is known at present are for distribution of drugs, exporting untrained labour, getting trapped in a debt burden, political instability, committing suicides, higher rate of drunkenness etc.
We should take the responsibility of ‘rebranding’ these so-called achievements. The country should be managed in a manner to gain good achievements. We should gain achievements such as a country with an educated nation, a country which is suitable for living, that accomplishes an important in global production etc. Sri Lanka should be superseded. Today 17% of the children under 5 years suffer from malnutrition. The government has been unable to sustain the children of our country. No one in the country should starve. Ours is a country where food that we need could be grown. The national security is confirmed not by having a ring of battleships around the country but by establishing food security.


27% of the labour force is engaged in the agriculture sector. However, their contribution to the national economy is only 7%. The agriculture sector needs a modern technological and strategic approach.
Paying a minimum price for the producer and a higher price for the consumer has created a distortion. This distortion is created by middlemen. The price the farmer gets for his paddy is minimum. However, the price of rice is higher. There is a monopoly in the rice trade. A just trade policy should be formulated. People should live before looking for profits.


The human resource in the country should be developed. 698 schools have had 2 or lesser admissions. 1/4th of schools have had less than 9 admissions. However, thirty odd schools have received more than 200 applications for admission. The school of admission should not be decided on the economic ability of the family. In Singapore, 57% of school admissions come out to the society as graduates. However, it is 8% in Sri Lanka. Our target should be to make it 50%.


Due to the inefficiency in the transport sector, people spend 1/6th of the day on the road. Accordingly, a person who lives for 60 years spends 10 years of his life on the road. Our country needs a modern transport policy and a programme. It should be a public service and not based on profit.


A massive programme to create an educated, healthy, environment-friendly cultured human being. We believe that this programme will make a massive transformation to the future of the society. We need not limit the programme only for words. We all should take this message of social equality to the people. People should be rallied not around individuals but around policies. The necessary programme has been launched as ‘Let’s build Sri Lanka’. We would assure that the broad people’s movement based on these policies would be definitely created. We are quite definite that we could bring victory to our task.”

“ශ්‍රී ලාංකේය ජන සමාජයේ සුවිශේෂී වූ හැරවුම් ලක්ෂයක් සනිටුහන් කරමින් 2019 පෙබරවාරි 19වන දින කොළඹ සුගතදාස ගෘහස්ථ ක්‍රීඩාංගණයේදී මුළුදෙන මෙම ජාතික සමුළුවට ඉදිරිපත් කරන ජාතික විද්වත් සංවිධානයේ යෝජනාවලිය. සබුද්ධික ජන සමාජයක්, ආචාර්ය ධාර්මික පාලනයක්, හා නොසැලෙන ආර්ථිකයක් සහිත යුක්තිගරුක සහ ප‍්‍රජාතන්තවාදය සහිත ශ්‍රී ලංකාවක් ගොඩනැගීම්වස් නව දේශපාලන, ආර්ථික පරිවර්ථනයක් සිදුකිරීමේ මුඛ්‍ය පර්මාර්ථය ඇතිව මෙම ජාතික මහා සමුළු යෝජනාවලිය ඉදිරිපත් කෙරේ.

දරිද්‍රතාවයේ පතුළටම ඇද දමා ජාති, ආගම්, පක්ෂ, කුල හා ප‍්‍රාදේශීය වශයෙන් බෙදා වෙන්කොට ව්‍යසනයේ පතුළ වෙත තල්ලුකර ඇති ශ්‍රී ලාංකීය ජාතිය ගොඩනැගීම සඳහා විද්වත්, වෘතික පුරවැසියන් විසින් මෙම සමුළුව වෙත ඉදිරිපත් කරනු ලබන ප‍්‍රතිපත්ති මාලාව සහ ක්‍රියාකාරී සැලැස්ම මහජන සංවාදයට ලක්කරමින් වැඩිදියුණු කිරීමටත් ශ්‍රී ලාංකේය ජාතිය ගොඩනැගීම යථාර්ථයක් බවට පත්කිරීමේ කටයුතු වෙනුවෙන් ජාතික විද්වත් සංවිධානය කැපවෙන බවට යෝජනා කරමු. අවුරුදු 70කට අධික කාලයක් රට පාලනය කළ පිරිස් සමස්ත ශ්‍රී ලාංකීය සමාජය දියුණු කරනවා වෙනුවට තනි පුද්ගලයන්, කණ්ඩායම් හා අවස්ථාවාදීන් පෝෂණය කළ, අධූර දර්ශී දූෂිත දේශපාලනය ප‍්‍රතික්ෂේප කර, මෙම සමුළුවේදී ඉදිරිපත් කරනු ලැබූ ප‍්‍රතිපත්ති මත පදනම් වෙමින් ඒවා ක්‍රියාවට නැංවීමේ අවශ්‍ය දැක්ම, වුවමනාව, හැකියාව සහ නිවැරදි නායකත්වය සහිත පුළුල් මහජන පෙරමුණක් ගොඩනැඟීම සඳහා ආගමික නායකයන්, දේශපාලන බුද්ධිමතුන්, සිවිල් සංවිධාන, සමාජ ක්‍රියාකාරිකයන් ඇතුළු ශ්‍රී ලංකාව පුරා විසිරී සිටින සමස්ත ජනතාව සමග එක්ව කටයුතු කිරීම සඳහා ජාතික විද්වත් සංවිධානය කේන්ද්‍රීය නායකත්ව සපයමින් පෙරමුණගෙන ක්‍රියාකරන බවටත් යෝජනා කරමු.

නිදහස් අධ්‍යාපනය තුළින් අප ලැබූ දැනුම හා කුසලතාවයන් අවභාවිතයකින් තොරව ශ්‍රී ලාංකික ජනතාවට සමාජ, ආර්ථික, සංස්කෘතික හා දේශපාලන සාධාරණත්වයක් ලබාදීම සඳහා ඉතා වගකීමෙන් හා ඕනෑකමින් ක්‍රියාකිරීමටත් ඒ අනුව ජනතාවට නිදහසේ අභිමානයෙන් යුතුව වංචාවෙන් හා දූෂණයෙන් තොර, ප‍්‍රතිපත්ති ගරුක, ආචාර ධාර්මික හා සබුද්ධ ශ්‍රී ලංකාවක් ගොඩනැගීමට අප සතු සියලු හැකියාවන් හා ශක්තීන් උපරිමයෙන් යොදා කටයුතු කරන බවට ද යෝජනා කරමු.”

(ලංකා ඊ නිව්ස් -2019.පෙබ.21, ප.ව.6.10) ජවිපෙට අනුබද්ධ ජාතික විද්වත් සංවිධානය විසින් ජනතා අදහස් ලබාගනිමින් රට සුබවාදී දිසානතියකට හැරවීම සඳහා පසුගිය කාලය තුළ සකස් කළ මූලික ප්‍රතිපත්ති මාලාව පසුගියදා සුගතදාස ගෘහස්ථ ක්‍රීඩාංගණයේදී ජනගත කෙරිණ. විශාල පිරිසක් සහභාගී වූ ඒ සමුළුවේ දී කැළණිය විශ්ව විද්‍යාලයේ සමාජීය විද්‍යා පීඨයේ පීඨාධිපති, හා ජාතික විද්වත් සංවිධානයේ සභාපති මහාචාර්ය චන්දන අබේරත්න මහතා, රුහුණු විශ්වවිද්‍යාලයේ මානව ශාස්ත‍්‍ර හා සමාජීය විද්‍යා පීඨයේ පීඨාධිපති ආචාර්ය උපාලි පන්නිලගේ මහතා, හිටපු අමාත්‍යංශ ලේකම් ඒ.පී.ඒ. ගුණසේකර මහතා, විශ්වවිද්‍යාලයේ හිටපු මහාචාර්ය එස්.ජේ. යෝගරාජා මහතා, කැලණිය විශ්වවිද්‍යාලයේ ඉංග්‍රීසි අධ්‍යයන අංශයේ ජ්‍යෙෂ්ඨ කථිකාචාර්ය ආචාර්ය ප‍්‍රභා මනුරත්න මහත්මිය, පේරාදෙණිය විශ්වවිද්‍යාලයේ සිංහල අධ්‍යයන අංශයේ මහාචාර්ය ලියනගේ අමරකීර්ති මහතා සහ ජනතා විමුක්ති පෙරමුණේ නායක අනුර දිසානායක මහතා අදහස් දැක්වූහ. එහිදී අනුර දිසානායක කළ කතාව සම්පූර්ණයෙන් පහත දැක්වේ.


“වසර 71ක් අවසානයේ රට විනාශකාරී අන්තයකට තල්ලූ කරනු ලැබ තිබෙනවා. අද වන විට රටේ ණය බර 10,500 ක්. මේ වසරේදී ඩො.බි. 5200ක් ණය වාරිකය ලෙස ගෙවිය යුතුව තිබෙනවා. මත්තල ගුවන්තොටුපළ, හම්බන්තොට වරාය, කටුනායක අධිවේගී මාර්ගය, නොරොච්චෝලෙ බලාගාරය පළමු පියවර, දකුණු අධිවේගී මාර්ගය මේ සියල්ලටම ගියේ ඩො.මි. 2771යි. එහෙත් මේ වසරේ ණය වාරිකය ඩො.බි. 5200 යි. මෙය 2022 වනතෙක් ගෙවිය යුතුව තිඛෙනවා. අවසානයේ නිර්මාණය වී ඇත්තේ ණය රාජ්‍යයක්.

43%ක ජනතාවකගේ එනම් ලක්ෂ 86ක ජනතාවකගේ දවසක ආදායම ඇ.ඩො. 02 ට අඩුයි. වතුකරයේ ලක්ෂ 11/2ක ජනතාවකට ලැබෙන්නේ දිනකට රුපියල් 750ක සීමාවක වැටුපක්. විශාල ආනයන අපනයන පරතරයක් ඇති රාජ්‍යයක්. පිටරටින් භාණ්ඩ ආනයනය කිරීම සඳහා ඩොලර් බිලියන 21 ක් වැයවනවා. අපනයන වලින් ලැබෙන්නේ ඩො.බි. 11ක්. ඩොලර් කෝටි 1000ක වෙනසක්.

මංකොල්ලකෑම්, අපරාධ පිරුණු රාජ්‍යයක් නිර්මාණය වී තිබෙනවා. ස්ත්‍රී දූෂණ බහුල රාජ්‍යයක්. අපි අපේ දරුවන්ට උරුම කරන්නේ මෙවැනි රටක්ද? අප කිසිවෙකුත් මෙවැනි විනාශකාරී අන්තයකට රට ගෙනයාමට ඉඩ දිය යුතු නැහැ. මෙම තත්වය වෙනස් කිරීම සඳහා අපි සියලූ දෙනා එකිනෙකාට වැඩකොටස් පවරා ගත යුතුව තිබෙනවා.

මේ පාලකයින් මහජනතාවගේ දේපළ හොරකම් කළා. හොරකමට අනුබල දුන්නා. ඔවුන් වසර 71 ක් සිදුකර ඇත්තේ අපරාධවල යෙදීම හා හොරුන් අපරාධකරුවන් ආරක්ෂා කිරීමයි. මේ විනාශකාරී ගමන නතර කළ යුතුයි. ඒ වෙනුවට සමාජ සමානාත්මතාව සහිත නව සමාජයක් ස්ථාපිත කළ යුතුයි. එම අරමුණ ජයග්‍රහණය කළ හැක්කේ ධනයේ හා බලයේ අසමානතාව සමග අනවරත අරගලයක් කිරීමෙන් පමණයි. මෙම ප්‍රතිපත්ති මාලාවෙන් ඊට හොඳ ප්‍රවේශයක් ලබාගත හැකියි.

ආර්ථීකය, සමාජය ගොඩනැගීම සඳහා ජනතාව සක්‍රීය ලෙස මැදිහත් විය යුතුයි. ජනතාව ඊට සවිබල ගැන්විය යුතුයි. ලෝකය වෙළඳාමෙන් මානව ප්‍රජාවෙන් වේගයෙන් සංකෝචනය වෙමින් තිබෙනවා. එවැනි ලෝකයක දැනට අප හඳුනා ගනු ලබන්නේ යහපත් සන්නාමයන් මගින් නෙමෙයි. ණය බරින් හිරවීමේ සන්නාමය, මත්ද්‍රව්‍ය බෙදාහැරීමේ කේන්ද්‍රය යන සන්නාමය, නුපුහුණු ශ්‍රමිකයින් විදෙස්ගත කිරීමේ සන්නාමය, දේශපාලන අස්ථාවරභාවය පිළිබඳ සන්නාමය, සියදිවි හානිකර ගැනීමේ, මත්පැන් භාවිතයේ සන්නාමය වැනි දෑ අප රට ඉදිරියෙන් ලියැවී තිබෙනවා.
මෙම සන්නාමයන් වෙනුවට වෙනත් සන්නාමයන් රට ඉදිරියෙන් ලිවීමේ, රීබ්‍රෑන්ඩ් කිරීමේ වගකීම අප අතට ගත යුතුයි. කිසිවෙකුට තමන්ගේ සිතිවිලි සන්නාමයක් බවට පත්කළ නොහැකියි. ඒ සඳහා වැඩපිළිවෙළක් අනුව රටක් මෙහෙය විය යුතුව තිබෙනවා. උගත් ජනතාවක් වෙසෙන රාජ්‍යයක් යන සන්නාමය, ජීවත්වීමට සුදුසු රටක් යන සන්නාමය, ගෝලීය නිෂ්පාදනයේ වැදගත් කොටසක් සිදුකරන ස්ථානය යන සන්නාමය වැනි ඒවා අප රාජ්‍යය ඉදිරියෙන් සටහන් කළ යුතුව තිබෙනවා. ලෝකය ඉදිරියේ ලංකාව යළි ස්ථාපිත කළ යුතුව තිබෙනවා.

අද වයස අවුරුදු 5ට අඩු දරුවන්ගෙන් 17%ක් මන්දපෝෂණයෙන් පෙළෙනවා. මේ රටේ දරුවන් පෝෂණය කිරීමට මේ රාජ්‍යය අසමත් වී තිඛෙනවා. අප රටේ කිසිවෙකුත් කුසගින්නේ නින්දට යායුතු නැහැ. අපට අවශ්‍ය රටේ ආහාර රට තුළ නිෂ්පාදනය කරගත හැකි රටක්. ජාතික ආරක්ෂාව සහතික වන්නේ නවීන යුද නැව් දිවයින වටා ස්ථාන ගත කිරීමෙන් නෙමෙයි. ආහාර සුරක්ෂිතතාව ඇති කිරීමෙනුයි.

ශ්‍රම බලකායෙන් 27% ක් කෘෂිකාර්මික ක්ෂේත්‍රයේ සේවය කරනවා. ඒත් ජාතික ආර්ථීකයේ ඔවුන්ගේ දායකත්වය 7% යි. කෘෂිකාර්ම ක්ෂේත්‍රයට නවීන තාක්ෂණය හා උපායමාර්ගික එළඹුමක් අවශ්‍යයි.

නිෂ්පාදකයාට අඩු මිලක් හා පාරිභෝගිකයාට වැඩි මිලක් ගෙවීමට සිදුවීම තුළ විකෘතියක් ඇතිවී තිබෙනවා. මේ විකෘතිය නිර්මාණය කරන්නේ අතරමැදියන් විසිනුයි. ගොවියාට වී සඳහා ලැබෙන මිල අඩුයි. ඒත් හාල් මිල ඉහළයි. සහල් වෙළඳාමේ ඒකාධිකාරයන් තිබෙනවා. මෙම තත්වයට එරෙහිව සාධාරණ වෙළඳ ප්‍රතිපත්තියක් සකස් කළ යුතුයි. ලාභයට පෙර ජනතාව ජීවත් විය යුතුයි.

රටේ මානව සම්පත ගොඩනැගිය යුතුයි. පාසල් 698 කට ළමුන් ඇතුළත් වී ඇත්තේ 02ක් හෝ ඊට අඩුවෙනුයි. පාසල් ¼ කට ළමයි 09 කට අඩුවෙන් ඇතුළත් වී තිබෙනවා. එහෙත් පාසල් තිස් ගණනකට ළමයි 200කට වැඩියෙන් ඇතුල් වීමට ඉල්ලා තිබෙනවා. පවුලේ ආර්ථීක හැකියාව අනුව ඇතුළත් වන පාසල තීරණය විය යුතු නැහැ. සිංගප්පූරුවේ පාසලට ඇතුල් වන ප්‍රමාණයෙන් 57%ක් අවසානයේ උපාධිධාරීන් ලෙස සමාජයට එනවා. නමුත් ලංකාවේ එම ප්‍රමාණය 08% යි. අපේ ඉලක්කය එම ප්‍රමාණය අවම වශයෙන් 50%ක් බවට පත් කිරීමයි.

අද ප්‍රවාහන ක්ෂේත්‍රය අකාර්යක්ෂමවීම හේතුවෙන් ජනතාව දවසෙන් ⅙ ක් මහ මඟ කාලය ගත කරනවා. මේ අනුව අවුරුදු 60ක් ජීවත් වූ පුද්ගලයෙක් අවුරුදු 10ක් ජීවත් වී තිබෙන්නේ මහ මඟයි. අප රටට දියුණු ප්‍රවාහන ප්‍රතිපත්තියක් මත ක්‍රියාත්මක වැඩපිළිවෙළක් අවශ්‍යයි. එය මහජන සේවාවක් මිස ලාභය මත මත පදනම් වූවක් නොවිය යුතුයි.

අධ්‍යාපනය, සෞඛ්‍යය, පරිසරය සහ සංස්කෘතික මිනිසෙක් නිර්මාණය කිරීම සඳහා දැවැන්ත වැඩපිළිවෙළක් සකස් කර තිබෙනවා. මේ වැඩපිළිවෙළ රටේ අනාගතයේ විශාල පරිවර්තනයක් කිරීමට ඉවහල් වනු ඇති බවට විශ්වාසයක් අපට තිබෙනවා.

වැඩපිළිවෙළ පොත්වල තිබීම ප්‍රමාණවත් නැහැ. අප සියලූ දෙනා සමාජ සමානාත්මතාව වෙනුවෙන් ජනතාව වෙත මේ පණිවිඩය ගෙන යා යුතුයි. ජනතාව පුද්ගලයන් වටා නොව ප්‍රතිපත්තියක් වටා පෙළගැස්විය යුතුයි. ඒ අවශ්‍ය වැඩපිළිවෙළ ‘ගොඩනගමු ශ්‍රී ලංකාව’ නමින් එළිදැක තිබෙනවා. ඒ සඳහා ඉදිරි කාලයේ මේ ප්‍රතිපත්ති මත පදනම් වූ පුළුල් ජනතා ව්‍යාපාරයක් නිර්මාණය කරන බවට සහතික වෙනවා. මේ ගමන අපට ජයග්‍රහණයෙන් කෙළවර කළ හැකි බව අපට විශ්වාසයි."

ඒ උදෙසා ලෝක අපකීර්තියට පත්ව ඉන්න හොර දූෂිත රාජපක්'ෂ රෙජිමයට හෝ යුරෝපා සංගමයේ උදහසට ලක්ව ඉන්නා රනිල්-මෛත්‍රී හොර කල්ලි දෙකට ද බලය ලබා දීමෙන් රට ට හෝ මහජනතාවට හෝ කිසිදු යහපතක් අත් නොවෙනු ඇත. බැරිවෙලා හෝ අද ජාත්‍යයන්තර පිළිගැනීමක් නැති දූෂිත රාජපක්'ෂලා-රනිල්ලා-මෛත්‍රීලා නැවත බලයට පත්වුව හොත් මුළු මහත් ජනතාව මෙන්ම මුළු රටම යළි ගොඩ නඟා ගත නොහැකි අති බියකරු අගාධයකට ඇද හැළෙනු ඇත.

අද මෙම දේශපාලකයන් කෙරෙහි බලවත් ලෝක රාජ්‍යයන් මෙන්ම ලෝක ජනතාව ද පසු වන්නේ ඉතාමත් දැඩි පිළිකුලකින් සහ වෛරයකින් බව යුරෝපයේ වෙසෙන ලාංකික අපට බොහෝ අවස්ථා වලදී දැකගත හැකිවනු ඇත. අපගේ මෙම ලාංකීය ජාත්‍යයන්තර සංවිධාන සම්බන්ධතා වර්ධනය කරගැනීමට යාමේ දී ඒ විජාතිකයන් විසින් අපගේ වත්මන් පාලකයන් කෙරෙහි දක්වන අප්‍රසන්න භාවය දැඩි ලෙස ප්‍රකාශ කරන අතර අපගේ මෝඩ සිංහල බහුතර ජනතාවක් විසින් එම වංචනික දේශපාලකයනට දක්වන කොන්ද පණ නැති නියාලු මෝඩ වහල් බාවය ගැන ද දක්වන්නේ දැඩි අප්‍රසන්න තාවයකි.

 

රාජපක්‍ෂ රජය විසින් කරන ලද යුද සහ සිවිල් අපරාධ මෙන්ම රාජ්‍යය මුදල් මංකොල්ල කෑම් කරෙහි කලකිරි ඉන්නා තරමටම වත්මන් රනිල්-මෛත්‍රී දූෂිත රජයේ රාජ්‍යය මුදල් මංකොල්ල කෑම් කරෙහි ද මෙම ලෝක රාජ්‍යය නායකයන් සහ ලෝක ජනතාවගේ වෛරයට සහ අප්‍රසන්න භාවයට ලක්ව ඇත. එම මුදල් වංචා නිසාම රනිල්-මෛත්‍රී දූෂිත රජය යුරෝපා සංගමය විසින් තහනමට ලක්කොට ඔවුන්ගේ ජාත්‍යයන්තර (BLACKLISTED) කළු ලැයිස්තුවට දැන් එක්කර ඇත.

 

එම ජරා දේශපාලනය රට තුල තව තවත් වර්ධනය වුවහොත් ඉදිරි කාලය තුලදී නැවත ජාත්‍යයන්තර ලෝක වෙළඳ සම්බාධක වලට ඉතා දරුණු ලෙස ලංකාවට මුහුණ පාන්නට සිදුවනු ඇත. ඒ තුළින් ආනයන-අපනයන වෙළදාම් කටයුතු සහමුලින්ම අඩපණ වී ජනතාවට කෑම බෙහෙත් යනාදී අත්‍යාවශ්‍ය භාණ්ඩ සියල්ල හිඟ වී යාමෙන් ජනතාවට අකල් මරණයකට ගොදුරු වන්නට සිදුවනු ඇත.


ඒ වගේම ලංකාවේ දැන් පවත්වා යන අති භයානක වැරදි විදේශ දේශපාලන ප්‍රතිපත්තින් නිසා කුමන මොහොතක හෝ චීන-ඉංදියා-ඇමෙරිකා-යුරෝපා ලෝක බලවතුන්ගේ තුන්වෙනි ලෝක මහා යුද්ධය ලංකාව හරහා පැතිර යාමට ඉඩ ඇත.


මෙම සැබෑ ඉදිරි අනාගත භයානකත්වයන් ගැන ජනතාව දැන්ම තියා නොනවත්වා නිරන්තරයෙන්ම ගම් නියම් ගම් හඹා ගොස් සියලු මහජනතාව දැණුවත් කළ යුතුව ඇත.

“The views and suggestions the people made when they went around the country meeting people to formulate a national policy and a programme for the country to make it a Resilient, contented, unwavering and an ethical Sri Lanka have been included in the national policies we are presenting to the people today,” said Prof. Liyanage Amarakeerthi of the Department of Sinhala in the University of Peradeniya at the National Convention of National Intellectuals Organization (NIO) and launching of its national programme held at the Sugathadasa Indoor Stadium yesterday (19th) participated by a large number of intellectuals, scholars and professionals who had come all parts of the country.
The programme to build the country formulated by the NIO was presented to the people at the Convention and Prof. Liyanage Amarakeerthi further said, “What was launched today is the policy programme we have formulated using our imagination and deliberation with what we gathered by going from village to village, having a dialogue with the people and the intellects we met. A large crowd that has come from all four corners of the island has gathered at Sugathadasa Indoor Stadium. This is a large crowd that has gathered to build a resilient, contented, unwavering, ethical, cultured and civilized Sri Lanka. The suggestions, proposals made by the people have been entered in the manifesto we are presenting to the people today.


The President of NIO Prof. Chandana Abeyrathne, the Dean of the Faculty of Social Sciences in the University of Kelaniya addressing the gathering said, “It is very clear that today is a historic day for Sri Lanka. We, who are participating in this historic event, are pioneers who have a deep belief regarding what Sri Lanka would be in the future and would act to make it righteous. You have become eye-witnesses to this great event.


The NIO was born with a collection of conscious citizens who love our Motherland immensely and knew this country cannot go forward any further as the country was entangled in a tragedy of mismanagement for 70 years. The group of citizens whose thoughts were different and revolutionary engaged in a task to formulate a series of policies that could build our Motherland. The process of formulating the policies for ten sectors took our members to all corners of the island and they had dialogues with all communities so that they could gather information, views and suggestions. The manifesto or the policy programme was prepared taking into consideration all the information, views and suggestions we gathered. We also accept the fact that it should be further sustained. What we are presenting today is only the initial framework. We hope to introduce a policy programme that would not change with the change of governments or individuals but contains a scientific programme that could be implemented.”
The Leader of the JVP Anura Dissanayaka, in his speech, said, “The ‘Let’s Build Sri Lanka’ programme of the NIO points out how the path that had been taken for 71 years should change and on what direction. The policy programme that indicates what should be changed will be launched today. We have confidence that the leaders of the NIO and its membership would bring victory to this programme.


At the end of 71 years, the country has been pushed to the most extreme calamity. Today the debt burden is Rs 10,500 billion. This year more than US$ 5200 million has to be paid as the instalment. Only US$ 2771 million was spent to build Maattala Airport, Hambantota Harbour, Katunayaka Speedway, 1st phase of Norechcholai power station and the Southern Highway. This instalment has to be paid until 2022. What has been created is a country full of debt. The daily income of 43% of the population which is about 8.4 million people is less than US$2. In the estate sector, the daily wage of a worker is only Rs.750. Ours is a state that has a wide gap between imports and exports. US$ 21 billion is spent to import goods but the country receives only US$ 11 billion from exports. It is a difference of US%10 billion. A country with crime and looting, where raping of women is on the increase, has been created. Do we hand down such a country for our children? We shouldn’t allow the country to be dragged to such an end. We should act to change this situation.
These rulers robbed people’s assets. They have encouraged theft. Throughout the last 71 years, they have committed crimes and protected thieves and criminals. This destructive journey should be stopped. Instead, a new society with social equality should be established. This goal could be achieved by carrying out an unceasing struggle against the inequality of capital and power. This policy programme gives that struggle a good start.


The people should actively mediate in building the economy and society. People should be given strength and should be prepared for it. The world is speedily getting contracted commercially as well as in human values. In such a world we are recognized from our accomplishments. The achievements our country is known at present are for distribution of drugs, exporting untrained labour, getting trapped in a debt burden, political instability, committing suicides, higher rate of drunkenness etc.
We should take the responsibility of ‘rebranding’ these so-called achievements. The country should be managed in a manner to gain good achievements. We should gain achievements such as a country with an educated nation, a country which is suitable for living, that accomplishes an important in global production etc. Sri Lanka should be superseded. Today 17% of the children under 5 years suffer from malnutrition. The government has been unable to sustain the children of our country. No one in the country should starve. Ours is a country where food that we need could be grown. The national security is confirmed not by having a ring of battleships around the country but by establishing food security.


27% of the labour force is engaged in the agriculture sector. However, their contribution to the national economy is only 7%. The agriculture sector needs a modern technological and strategic approach.
Paying a minimum price for the producer and a higher price for the consumer has created a distortion. This distortion is created by middlemen. The price the farmer gets for his paddy is minimum. However, the price of rice is higher. There is a monopoly in the rice trade. A just trade policy should be formulated. People should live before looking for profits.


The human resource in the country should be developed. 698 schools have had 2 or lesser admissions. 1/4th of schools have had less than 9 admissions. However, thirty odd schools have received more than 200 applications for admission. The school of admission should not be decided on the economic ability of the family. In Singapore, 57% of school admissions come out to the society as graduates. However, it is 8% in Sri Lanka. Our target should be to make it 50%.


Due to the inefficiency in the transport sector, people spend 1/6th of the day on the road. Accordingly, a person who lives for 60 years spends 10 years of his life on the road. Our country needs a modern transport policy and a programme. It should be a public service and not based on profit.


A massive programme to create an educated, healthy, environment-friendly cultured human being. We believe that this programme will make a massive transformation to the future of the society. We need not limit the programme only for words. We all should take this message of social equality to the people. People should be rallied not around individuals but around policies. The necessary programme has been launched as ‘Let’s build Sri Lanka’. We would assure that the broad people’s movement based on these policies would be definitely created. We are quite definite that we could bring victory to our task.”

මේ සඳහා රටේ විවිධ ප්‍රදේශවලින් ආචාර්ය මහාචාර්වයරු, කලාකරුවන්, ගොවි නායකයන්, ව්‍යාපාරිකයන් ආදී විශාල පිරිසක් ඊට එක්වී සිටියහ.
එම සමුළුවේදී විශේෂ යෝජනාවලියක්ද සම්මත කරගන්නා ලදී.

“ශ්‍රී ලාංකේය ජන සමාජයේ සුවිශේෂී වූ හැරවුම් ලක්ෂයක් සනිටුහන් කරමින් 2019 පෙබරවාරි 19වන දින කොළඹ සුගතදාස ගෘහස්ථ ක්‍රීඩාංගණයේදී මුළුදෙන මෙම ජාතික සමුළුවට ඉදිරිපත් කරන ජාතික විද්වත් සංවිධානයේ යෝජනාවලිය. සබුද්ධික ජන සමාජයක්, ආචාර්ය ධාර්මික පාලනයක්, හා නොසැලෙන ආර්ථිකයක් සහිත යුක්තිගරුක සහ ප‍්‍රජාතන්තවාදය සහිත ශ්‍රී ලංකාවක් ගොඩනැගීම්වස් නව දේශපාලන, ආර්ථික පරිවර්ථනයක් සිදුකිරීමේ මුඛ්‍ය පර්මාර්ථය ඇතිව මෙම ජාතික මහා සමුළු යෝජනාවලිය ඉදිරිපත් කෙරේ.

දරිද්‍රතාවයේ පතුළටම ඇද දමා ජාති, ආගම්, පක්ෂ, කුල හා ප‍්‍රාදේශීය වශයෙන් බෙදා වෙන්කොට ව්‍යසනයේ පතුළ වෙත තල්ලුකර ඇති ශ්‍රී ලාංකීය ජාතිය ගොඩනැගීම සඳහා විද්වත්, වෘතික පුරවැසියන් විසින් මෙම සමුළුව වෙත ඉදිරිපත් කරනු ලබන ප‍්‍රතිපත්ති මාලාව සහ ක්‍රියාකාරී සැලැස්ම මහජන සංවාදයට ලක්කරමින් වැඩිදියුණු කිරීමටත් ශ්‍රී ලාංකේය ජාතිය ගොඩනැගීම යථාර්ථයක් බවට පත්කිරීමේ කටයුතු වෙනුවෙන් ජාතික විද්වත් සංවිධානය කැපවෙන බවට යෝජනා කරමු. අවුරුදු 70කට අධික කාලයක් රට පාලනය කළ පිරිස් සමස්ත ශ්‍රී ලාංකීය සමාජය දියුණු කරනවා වෙනුවට තනි පුද්ගලයන්, කණ්ඩායම් හා අවස්ථාවාදීන් පෝෂණය කළ, අධූර දර්ශී දූෂිත දේශපාලනය ප‍්‍රතික්ෂේප කර, මෙම සමුළුවේදී ඉදිරිපත් කරනු ලැබූ ප‍්‍රතිපත්ති මත පදනම් වෙමින් ඒවා ක්‍රියාවට නැංවීමේ අවශ්‍ය දැක්ම, වුවමනාව, හැකියාව සහ නිවැරදි නායකත්වය සහිත පුළුල් මහජන පෙරමුණක් ගොඩනැඟීම සඳහා ආගමික නායකයන්, දේශපාලන බුද්ධිමතුන්, සිවිල් සංවිධාන, සමාජ ක්‍රියාකාරිකයන් ඇතුළු ශ්‍රී ලංකාව පුරා විසිරී සිටින සමස්ත ජනතාව සමග එක්ව කටයුතු කිරීම සඳහා ජාතික විද්වත් සංවිධානය කේන්ද්‍රීය නායකත්ව සපයමින් පෙරමුණගෙන ක්‍රියාකරන බවටත් යෝජනා කරමු.

නිදහස් අධ්‍යාපනය තුළින් අප ලැබූ දැනුම හා කුසලතාවයන් අවභාවිතයකින් තොරව ශ්‍රී ලාංකික ජනතාවට සමාජ, ආර්ථික, සංස්කෘතික හා දේශපාලන සාධාරණත්වයක් ලබාදීම සඳහා ඉතා වගකීමෙන් හා ඕනෑකමින් ක්‍රියාකිරීමටත් ඒ අනුව ජනතාවට නිදහසේ අභිමානයෙන් යුතුව වංචාවෙන් හා දූෂණයෙන් තොර, ප‍්‍රතිපත්ති ගරුක, ආචාර ධාර්මික හා සබුද්ධ ශ්‍රී ලංකාවක් ගොඩනැගීමට අප සතු සියලු හැකියාවන් හා ශක්තීන් උපරිමයෙන් යොදා කටයුතු කරන බවට ද යෝජනා කරමු.”
 
‘Let’s build Sri Lanka’ – a new programme, a new hope

The preliminary set of policies named as ‘Let’s Build Sri Lanka’ formulated by the National Intellectuals Organization (NIO) with views and suggestions from the public to turn the country towards an auspicious direction would be presented to the people at Sugathadasa Indoor Stadium tomorrow (19th) in a bid to get more views, reviews and suggestions from the public.
This was stated by the President of NIO Prof. Chandana Abeyrathne, the Dean of the Faculty of Social Sciences in the University of Kelaniya at the press conference convened at Pita Kotte yesterday (17th) to announce the event.


He said despite the country is said to have received independence 71 years ago, Sri Lanka has become a country that depends on loans instead of establishing a production economy. He said as crises have developed in all sectors including the economy, education, health, transport, Fine arts and culture as well as sports, living has become a tribulation for the people. He said the present situation is the result of handing over the administration of the country to crafty politicians and now it is high time that intellectuals, scholars and professionals as well as artists and authors who have been silent and inactive all this time come forward to direct the country towards a correct path.


Speaking further Prof. Chandana Abeyrathne said, “The NIO appointed 10 committees consisting of doctors, engineers, professors, artists and scholars to formulate preliminary policies that could turn the country towards a new direction. On the 19th we present it to the people to get the people to have a broad dialogue so that more views and suggestions could be got from the people.”
Former Ministry Secretary E.A.P. Gunasekera, Attorney at Law Harshana Nanayakkara, Senior Lecturer Dr Harini Amarasuriya, Dr Hiniduma Sunil Senevi, Award-winning Author Keerthi Welisarage, Senior Lecturer Vijith Rohana Fernando also addressed the media.

(ලංකා ඊ නිව්ස් -2019.පෙබ.21, ප.ව.6.10) ජවිපෙට අනුබද්ධ ජාතික විද්වත් සංවිධානය විසින් ජනතා අදහස් ලබාගනිමින් රට සුබවාදී දිසානතියකට හැරවීම සඳහා පසුගිය කාලය තුළ සකස් කළ මූලික ප්‍රතිපත්ති මාලාව පසුගියදා සුගතදාස ගෘහස්ථ ක්‍රීඩාංගණයේදී ජනගත කෙරිණ. විශාල පිරිසක් සහභාගී වූ ඒ සමුළුවේ දී කැළණිය විශ්ව විද්‍යාලයේ සමාජීය විද්‍යා පීඨයේ පීඨාධිපති, හා ජාතික විද්වත් සංවිධානයේ සභාපති මහාචාර්ය චන්දන අබේරත්න මහතා, රුහුණු විශ්වවිද්‍යාලයේ මානව ශාස්ත‍්‍ර හා සමාජීය විද්‍යා පීඨයේ පීඨාධිපති ආචාර්ය උපාලි පන්නිලගේ මහතා, හිටපු අමාත්‍යංශ ලේකම් ඒ.පී.ඒ. ගුණසේකර මහතා, විශ්වවිද්‍යාලයේ හිටපු මහාචාර්ය එස්.ජේ. යෝගරාජා මහතා, කැලණිය විශ්වවිද්‍යාලයේ ඉංග්‍රීසි අධ්‍යයන අංශයේ ජ්‍යෙෂ්ඨ කථිකාචාර්ය ආචාර්ය ප‍්‍රභා මනුරත්න මහත්මිය, පේරාදෙණිය විශ්වවිද්‍යාලයේ සිංහල අධ්‍යයන අංශයේ මහාචාර්ය ලියනගේ අමරකීර්ති මහතා සහ ජනතා විමුක්ති පෙරමුණේ නායක අනුර දිසානායක මහතා අදහස් දැක්වූහ. එහිදී අනුර දිසානායක කළ කතාව සම්පූර්ණයෙන් පහත දැක්වේ.


“වසර 71ක් අවසානයේ රට විනාශකාරී අන්තයකට තල්ලූ කරනු ලැබ තිබෙනවා. අද වන විට රටේ ණය බර 10,500 ක්. මේ වසරේදී ඩො.බි. 5200ක් ණය වාරිකය ලෙස ගෙවිය යුතුව තිබෙනවා. මත්තල ගුවන්තොටුපළ, හම්බන්තොට වරාය, කටුනායක අධිවේගී මාර්ගය, නොරොච්චෝලෙ බලාගාරය පළමු පියවර, දකුණු අධිවේගී මාර්ගය මේ සියල්ලටම ගියේ ඩො.මි. 2771යි. එහෙත් මේ වසරේ ණය වාරිකය ඩො.බි. 5200 යි. මෙය 2022 වනතෙක් ගෙවිය යුතුව තිඛෙනවා. අවසානයේ නිර්මාණය වී ඇත්තේ ණය රාජ්‍යයක්.

43%ක ජනතාවකගේ එනම් ලක්ෂ 86ක ජනතාවකගේ දවසක ආදායම ඇ.ඩො. 02 ට අඩුයි. වතුකරයේ ලක්ෂ 11/2ක ජනතාවකට ලැබෙන්නේ දිනකට රුපියල් 750ක සීමාවක වැටුපක්. විශාල ආනයන අපනයන පරතරයක් ඇති රාජ්‍යයක්. පිටරටින් භාණ්ඩ ආනයනය කිරීම සඳහා ඩොලර් බිලියන 21 ක් වැයවනවා. අපනයන වලින් ලැබෙන්නේ ඩො.බි. 11ක්. ඩොලර් කෝටි 1000ක වෙනසක්.

මංකොල්ලකෑම්, අපරාධ පිරුණු රාජ්‍යයක් නිර්මාණය වී තිබෙනවා. ස්ත්‍රී දූෂණ බහුල රාජ්‍යයක්. අපි අපේ දරුවන්ට උරුම කරන්නේ මෙවැනි රටක්ද? අප කිසිවෙකුත් මෙවැනි විනාශකාරී අන්තයකට රට ගෙනයාමට ඉඩ දිය යුතු නැහැ. මෙම තත්වය වෙනස් කිරීම සඳහා අපි සියලූ දෙනා එකිනෙකාට වැඩකොටස් පවරා ගත යුතුව තිබෙනවා.

මේ පාලකයින් මහජනතාවගේ දේපළ හොරකම් කළා. හොරකමට අනුබල දුන්නා. ඔවුන් වසර 71 ක් සිදුකර ඇත්තේ අපරාධවල යෙදීම හා හොරුන් අපරාධකරුවන් ආරක්ෂා කිරීමයි. මේ විනාශකාරී ගමන නතර කළ යුතුයි. ඒ වෙනුවට සමාජ සමානාත්මතාව සහිත නව සමාජයක් ස්ථාපිත කළ යුතුයි. එම අරමුණ ජයග්‍රහණය කළ හැක්කේ ධනයේ හා බලයේ අසමානතාව සමග අනවරත අරගලයක් කිරීමෙන් පමණයි. මෙම ප්‍රතිපත්ති මාලාවෙන් ඊට හොඳ ප්‍රවේශයක් ලබාගත හැකියි.

ආර්ථීකය, සමාජය ගොඩනැගීම සඳහා ජනතාව සක්‍රීය ලෙස මැදිහත් විය යුතුයි. ජනතාව ඊට සවිබල ගැන්විය යුතුයි. ලෝකය වෙළඳාමෙන් මානව ප්‍රජාවෙන් වේගයෙන් සංකෝචනය වෙමින් තිබෙනවා. එවැනි ලෝකයක දැනට අප හඳුනා ගනු ලබන්නේ යහපත් සන්නාමයන් මගින් නෙමෙයි. ණය බරින් හිරවීමේ සන්නාමය, මත්ද්‍රව්‍ය බෙදාහැරීමේ කේන්ද්‍රය යන සන්නාමය, නුපුහුණු ශ්‍රමිකයින් විදෙස්ගත කිරීමේ සන්නාමය, දේශපාලන අස්ථාවරභාවය පිළිබඳ සන්නාමය, සියදිවි හානිකර ගැනීමේ, මත්පැන් භාවිතයේ සන්නාමය වැනි දෑ අප රට ඉදිරියෙන් ලියැවී තිබෙනවා.
මෙම සන්නාමයන් වෙනුවට වෙනත් සන්නාමයන් රට ඉදිරියෙන් ලිවීමේ, රීබ්‍රෑන්ඩ් කිරීමේ වගකීම අප අතට ගත යුතුයි. කිසිවෙකුට තමන්ගේ සිතිවිලි සන්නාමයක් බවට පත්කළ නොහැකියි. ඒ සඳහා වැඩපිළිවෙළක් අනුව රටක් මෙහෙය විය යුතුව තිබෙනවා. උගත් ජනතාවක් වෙසෙන රාජ්‍යයක් යන සන්නාමය, ජීවත්වීමට සුදුසු රටක් යන සන්නාමය, ගෝලීය නිෂ්පාදනයේ වැදගත් කොටසක් සිදුකරන ස්ථානය යන සන්නාමය වැනි ඒවා අප රාජ්‍යය ඉදිරියෙන් සටහන් කළ යුතුව තිබෙනවා. ලෝකය ඉදිරියේ ලංකාව යළි ස්ථාපිත කළ යුතුව තිබෙනවා.

අද වයස අවුරුදු 5ට අඩු දරුවන්ගෙන් 17%ක් මන්දපෝෂණයෙන් පෙළෙනවා. මේ රටේ දරුවන් පෝෂණය කිරීමට මේ රාජ්‍යය අසමත් වී තිඛෙනවා. අප රටේ කිසිවෙකුත් කුසගින්නේ නින්දට යායුතු නැහැ. අපට අවශ්‍ය රටේ ආහාර රට තුළ නිෂ්පාදනය කරගත හැකි රටක්. ජාතික ආරක්ෂාව සහතික වන්නේ නවීන යුද නැව් දිවයින වටා ස්ථාන ගත කිරීමෙන් නෙමෙයි. ආහාර සුරක්ෂිතතාව ඇති කිරීමෙනුයි.

ශ්‍රම බලකායෙන් 27% ක් කෘෂිකාර්මික ක්ෂේත්‍රයේ සේවය කරනවා. ඒත් ජාතික ආර්ථීකයේ ඔවුන්ගේ දායකත්වය 7% යි. කෘෂිකාර්ම ක්ෂේත්‍රයට නවීන තාක්ෂණය හා උපායමාර්ගික එළඹුමක් අවශ්‍යයි.

නිෂ්පාදකයාට අඩු මිලක් හා පාරිභෝගිකයාට වැඩි මිලක් ගෙවීමට සිදුවීම තුළ විකෘතියක් ඇතිවී තිබෙනවා. මේ විකෘතිය නිර්මාණය කරන්නේ අතරමැදියන් විසිනුයි. ගොවියාට වී සඳහා ලැබෙන මිල අඩුයි. ඒත් හාල් මිල ඉහළයි. සහල් වෙළඳාමේ ඒකාධිකාරයන් තිබෙනවා. මෙම තත්වයට එරෙහිව සාධාරණ වෙළඳ ප්‍රතිපත්තියක් සකස් කළ යුතුයි. ලාභයට පෙර ජනතාව ජීවත් විය යුතුයි.

රටේ මානව සම්පත ගොඩනැගිය යුතුයි. පාසල් 698 කට ළමුන් ඇතුළත් වී ඇත්තේ 02ක් හෝ ඊට අඩුවෙනුයි. පාසල් ¼ කට ළමයි 09 කට අඩුවෙන් ඇතුළත් වී තිබෙනවා. එහෙත් පාසල් තිස් ගණනකට ළමයි 200කට වැඩියෙන් ඇතුල් වීමට ඉල්ලා තිබෙනවා. පවුලේ ආර්ථීක හැකියාව අනුව ඇතුළත් වන පාසල තීරණය විය යුතු නැහැ. සිංගප්පූරුවේ පාසලට ඇතුල් වන ප්‍රමාණයෙන් 57%ක් අවසානයේ උපාධිධාරීන් ලෙස සමාජයට එනවා. නමුත් ලංකාවේ එම ප්‍රමාණය 08% යි. අපේ ඉලක්කය එම ප්‍රමාණය අවම වශයෙන් 50%ක් බවට පත් කිරීමයි.

අද ප්‍රවාහන ක්ෂේත්‍රය අකාර්යක්ෂමවීම හේතුවෙන් ජනතාව දවසෙන් ⅙ ක් මහ මඟ කාලය ගත කරනවා. මේ අනුව අවුරුදු 60ක් ජීවත් වූ පුද්ගලයෙක් අවුරුදු 10ක් ජීවත් වී තිබෙන්නේ මහ මඟයි. අප රටට දියුණු ප්‍රවාහන ප්‍රතිපත්තියක් මත ක්‍රියාත්මක වැඩපිළිවෙළක් අවශ්‍යයි. එය මහජන සේවාවක් මිස ලාභය මත මත පදනම් වූවක් නොවිය යුතුයි.

අධ්‍යාපනය, සෞඛ්‍යය, පරිසරය සහ සංස්කෘතික මිනිසෙක් නිර්මාණය කිරීම සඳහා දැවැන්ත වැඩපිළිවෙළක් සකස් කර තිබෙනවා. මේ වැඩපිළිවෙළ රටේ අනාගතයේ විශාල පරිවර්තනයක් කිරීමට ඉවහල් වනු ඇති බවට විශ්වාසයක් අපට තිබෙනවා.

වැඩපිළිවෙළ පොත්වල තිබීම ප්‍රමාණවත් නැහැ. අප සියලූ දෙනා සමාජ සමානාත්මතාව වෙනුවෙන් ජනතාව වෙත මේ පණිවිඩය ගෙන යා යුතුයි. ජනතාව පුද්ගලයන් වටා නොව ප්‍රතිපත්තියක් වටා පෙළගැස්විය යුතුයි. ඒ අවශ්‍ය වැඩපිළිවෙළ ‘ගොඩනගමු ශ්‍රී ලංකාව’ නමින් එළිදැක තිබෙනවා. ඒ සඳහා ඉදිරි කාලයේ මේ ප්‍රතිපත්ති මත පදනම් වූ පුළුල් ජනතා ව්‍යාපාරයක් නිර්මාණය කරන බවට සහතික වෙනවා. මේ ගමන අපට ජයග්‍රහණයෙන් කෙළවර කළ හැකි බව අපට විශ්වාසයි."
