With the landslide at the Meethotamulla garbage heap yesterday (14), the media reported it with various interpretations. However, residents of the area say the true story has not been made public. Lankanewsweb.net made an investigation.
Here is the true story:
Since last week, there had been fires in the garbage heap. People informed the authorities, but they did not pay any attention. Yesterday afternoon, the landslide occurred at Dahampura area, and around 75 houses were buried. By this morning, those houses still remain under 40 feet of garbage.
Despite the media having reported that relief measures have been taken, people claim otherwise. By 8.00 am today, 10 bodies were recovered. It is believed around 100 are buried under the garbage.
“The landslide began around 1.00 in the afternoon. The backhoes arrived around 2.00 in the morning. Until then, our people and the Army did their best to save the people. No official came. We have been asking to remove this garbage heap since a long time. On New Year day, our children’s happiness was lost. In addition to the permanent residents, we don’t know how many were there actually. So far around 10 bodies were recovered. We did our best late into the night to save the people. How can we stop because of night? The dead and those buried are the people and children who had to suffer due to the garbage heap. Now, they come and shed crocodile tears. We have been asking for its removal. On the morning of the14th too, garbage was dumped here.”
Among the dead are three children. Seven injured are being treated at Colombo National Hospital. The Disaster Management Centre says relief measures are being taken. Removal of the debris is continuing.

The death toll from the collapse of a massive garbage mound near Sri Lanka's capital rose to 20 on Sunday, and residents feared more victims could be buried underneath the debris.
Military spokesman Roshan Seneviratne said he did not know whether anyone was still missing from the tragedy in Meetotamulla, a town outside Colombo, the capital. Military personnel were still searching the site and speaking to survivors to determine how many were missing.
But a resident who identified himself only as Sanjaya said that he and others were searching for three neighbors — an elderly man, his daughter and granddaughter — who were buried under the collapse.
Twelve people who were injured in the disaster remained in the hospital.
The tragedy occurred Friday evening as people were celebrating the local new year.
The site has been used to dump Colombo's garbage for the past few years as authorities sought to give the capital a face-lift. But residents living in tiny homes in the area have protested against all the waste being dumped there because of health hazards.
Prime Minister Ranil Wickremesinghe said Saturday that the government would soon remove the garbage dump from the area.
He also said 625 people whose homes were either destroyed or under threat from the collapse were being housed in nearby schools.

Rescue workers in Sri Lanka’s capital city on Saturday dug through the debris of a garbage dump that collapsed on top of a residential neighborhood a day earlier, burying scores of homes and killing at least 19 people.
Witnesses described hearing a loud explosion around 2:30 p.m. on Friday, then running in terror as an avalanche of garbage engulfed homes.
“We heard something that sounded vaguely like rocks being unloaded from a dump truck,” said Sukarnika Rajapaksa, 52. “People were shouting, screaming, ‘Run, run!’ I stepped out to take a look, and I saw one of the nearby houses coming our way amidst a cloud of smoke.”
From a neighbor’s house, she watched the trash approach, carrying a red-painted house toward her, and then stop. When it did, her home was submerged in fetid water.
Residents have long objected to the hulking garbage dump and the trash-soaked water that pours into narrow lanes of surrounding neighborhoods when it rains, leaving pools of standing water where mosquitoes breed.
Successive governments have groped for a solution, at one point proposing that city garbage be transported by rail and dumped in a quarry, said Raisa Wickrematunge, co-editor of Groundviews, a citizen journalism initiative. Still, year after year, the mountain of garbage continued to grow, with tractors scaling its sides to dump fresh loads.
“It requires urgent action, too, because as we have seen, people’s lives are at stake,” she said.
Harsha de Silva, Sri Lanka’s deputy foreign minister, described the collapse as the culmination of “a problem running for decades, perhaps as long as 20 years.” He expressed sympathy to bereaved families, but he said it was “unfortunate” that many families had been compensated to move from the area but failed to do so.
He added that garbage would no longer be deposited at the site.
The police said Saturday that they thought an explosion underneath the dump had set off the landslide, sweeping as many as 100 houses off their foundations and sending them crashing into neighboring homes. Some were deposited 30 yards from their original locations, a few landing on the roofs of other houses, said Priyantha Jayakody, deputy inspector general of police.

Mr. Jayakody said it was unclear whether the explosion had been natural or man-made.
Sugath Dammika, 41, a laborer, said he had just dropped off two of his sons at his sister-in-law’s house when it was buried by waste. As he spoke, his wife was at a government morgue, identifying the body of their elder son. The younger son is still missing.
“They say he’s still buried,” Mr. Dammika said. “We’ve been looking everywhere. There was no one to help.”
Police officers on Saturday still hoped to find people alive under the rubble and had retrieved 19 dead bodies. More than 180 people lost their homes, and that number may increase; a territory extending 600 feet in all directions has been declared a danger zone.
Nalini Liyanage said eight people were in her house when they heard the initial explosion, and they immediately left the house and ran as neighboring houses barreled toward them on a wave of waste.
“I fell, my legs were aching, but if we hadn’t run, we would’ve been buried under the rubble,” she said.
She said local residents had organized protests after torrential flooding last year, which caused water to accumulate in the garbage dump.
“They promised to put an end to the problem, but nothing happened,” she said. All her family’s possessions remain in their house.
“We’ve been asked not to go back,” she said. “They’re underwater, anyway.”

Dix personnes, dont quatre enfants , ont été tuées vendredi au Sri Lanka dans l'effondrement d'une montagne d'ordures, ont annoncé les autorités. Une quarantaine de cahutes d'un bidonville ont été ensevelies. Un précédent bilan faisait état d'au moins six morts, mais il s' élève désormais à dix morts après le décès de quatre enfants à l' hôpital au cours de la nuit.
Selon la porte- parole de l'hôpital national de Colombo , Pushpa Soysa, deux garçons et deux filles font partie des dix morts. Ils étaient âgés de 11 à 15 ans. Un total de 21 personnes ont été conduites à l'hôpital, a précisé la même source.

The controversy over the Kolonnawa garbage dump which has collapsed on houses and the offer of rent for residents who have lost their houses, will be taken up for discussion with Defence Secretary Gotabaya Rajapaksa and the Urban Development Authority (UDA) on Monday, Colombo Mayor A.J.M. Muzammil told the Sunday Times yesterday.
“There are residents who don’t want to leave the place, and are not willing to accept land, but want houses instead,” Mr Muzammil said.
He said the offer of Rs. 10,000 as a monthly rent for the affected families will also be taken up for discussion.
He said that as there are residents not willing to leave their houses, the council will ascertain if the UDA will allow them to live there at their own risk.

He explained that, while some of the houses were damaged, there are others which were flooded due to a blocked canal. “We have cleared that canal and the water is flowing uninterrupted again,” he said.
However, the residents of the area have a different take on the issue. Even if they give Rs. 10,000 as rental, who would rent out houses without a deposit or ‘key money’? The people of Dahampura haven’t left the area yet because they are not willing to leave their houses which were built with what little they earned, till they get permanent houses, a resident there said.
The residents are also planning to go to the Mayor’s house today (21), to discuss this matter with him, before the meeting on Monday
Dileepa Dilhani (34), a mother of two, who has been living in Dahampura, Wellampitiya for 14 years, told the Sunday Times that her house was built before the Government started using the surrounding area for a garbage dump.
“The people in this area took loans to build their houses, and are still repaying the loans. If the Government decides to give us alternate land, it won’t be of use to us, because we will have to get fresh loans to build another house,” she said.
M.A. Kanthi Perera (56) told the Sunday Times that since the cracks set in, only two houses in the area have water. “Everybody else has to go to those two houses to get their drinking water or have a wash. This is a catastrophe,” she said.
The electricity cables too have started to sag. “This is very risky. The cables are only head high. There is a real risk of people getting electrocuted,” Nihal Jayasekara (57), a father of three said.
“Our children play with these wires because they hang low. When we complained to the Electricity Board, an engineer there told us that we will have to wait till the cable falls off completely,” said Dileepa.

Cracks on walls were not the first hazard that the residents faced when the garbage dumping began. Within a few weeks of garbage being dumped here, children in the area started falling ill regularly. “Children in this area have developed a rash all over their bodies,” said Dileepa, showing us her five-year-old daughter’s hand which appeared to have blisters.
The children are not the only ones who fall ill in Dahampura. “My son-in-law died of a kidney disease a few months back. My unemployed daughter has three children with no viable support. Recently, two of the kids contracted dengue too,” P.R. Nilanthi (70) said.
In the past few years, four children have died of dengue, two adults of kidney disease and a mother of three of rat fever.
“The Public Health Inspectors (PHIs) fine us large amounts even if they see a bit of stagnant water, but in the garbage dump there are old tyres, broken bottles and other objects which contain water where mosquitoes breed. There are also injection syringes and gloves used in hospitals. I have seen my children bring them and use them as play material. God knows what diseases they catch from those,” said M.M. Naushad (40) a three-wheeler driver and a father of six.
Residents also complain that when it rains even for a short time, the area is flooded, forcing residents out of their compounds, till the water level subsides. “We face this ordeal about four times a year. When it rains, we can’t sleep, because we don’t know when we will have to pack up and go elsewhere,” said K. Yoganadan (38), a father of two.
The Kolonnawa garbage dump started to collapse nine days ago, damaging 160 houses, forcing the evacuation of 512 people to a school nearby.
Daily, about 700 tons of garbage collected from Colombo City and about 100 tons collected from Kotikawatta are dumped at the Kolonnawa disposal site. This includes the garbage of the City residents as well as of the 600,000 people who come into Colombo daily.

What should have been a joyous celebration of the National New Year became a nightmare on Friday for many families living near the Meethotamulla garbage dump — when mounds of garbage crashed down on their houses in a devastating landslide.
By last afternoon, at least 19 people had been confirmed dead due to the disaster. Five of the dead were children. Many still remain unaccounted for.
Residents said the collapse of the garbage mound started between 2.30 pm and 3.00pm on Friday. Since it was a holiday, most people were in their homes when the disaster hit. Many houses were also hosting guests, with relatives and friends visiting for the New Year.
The sheer force of the garbage landslide, said to have been caused by a fire, left a trail of destruction in its wake. Large trees were uprooted. Swept away and destroyed were sturdy houses, several storeys high.
Four rescue teams, comprising the police and tri-forces personnel, worked their way through the Nagahamulla, Neelagewatta, Daham Mawatha and 23 Watta areas from Friday evening looking for survivors. Rescuers, who worked through the night, managed to pull out 11 people alive from the rubble and rush them to the National Hospital. Last evening, seven of them were still warded.
Army Spokesman Roshan Seneviratne said 600 armed forces personnel were engaged in rescue operations at the site.
The Government said yesterday it would meet the funeral expenses of all those killed in the disaster.
According to police, 145 houses had been damaged or destroyed by the garbage landslide. This has resulted in the displacement of 625 people from 180 families.

The lack of clarity regarding how many people remained missing continued to hamper rescue efforts yesterday. Senior military officials overseeing rescue operations told the Sunday Times they still had no clear idea regarding the missing. An information center had been established at the nearby Rahula Vidyalaya where area residents could provide details of missing relatives. This, however, had not met with much success.
Even the local Grama Niladhari, who could have provided important details regarding area residents affected by the disaster, was himself among the missing, along with several members of his family.
A large number of families had been separated during the chaotic time of the disaster and its immediate aftermath. Some of those thought to be initially buried under the rubble were later found safe at other locations. As the day wore on, however, fears increased that those who remained unaccounted for may not have made it out in time.
Area resident Mohamed Ifthar told the Sunday Times he was still searching for his mother-in-law, daughter and two of his grandchildren, who were feared trapped under the rubble.
The landslide buried large swathes of ‘Dahampuragama’ at Pansalhena in Kolonnawa. Tension prevailed in the area yesterday, with angry residents venting their fury at the authorities for their failure to resolve long-standing issues surrounding the controversial garbage dump before Friday’s catastrophe. Area residents said a large drain was dug at the site several days before by workers, while a gas was also released in a bid to compress the garbage at the site by making it decay. This, coupled with heavy rains experienced over several days, may have contributed to the garbage landslide, they claimed.
Another resident, H.A. Dissanayake, said his house was situated some 200 feet from the garbage dump. Though he and his family members escaped, the force of the landslide had completely destroyed his house and everything in it, he added.
Fathima Fazlina told us that many houses in her lane had been buried in the landslide. “We don’t know what happened to people in those houses. We are still searching. No senior Government official has come here so far to help us,” she said.

Advanced Level student Tharushi Navodya, due to sit for her exam this year, lamented that she had lost all her books and her property as she had to rush out of the house to escape. Her house too was buried under rubble.
Just after the disaster hit, area residents had tried to dig people out as best they could. Eranga Lankadeegoda, had been one such person. He said rescue efforts were hampered a great deal due to delay in getting vital earth moving equipment to the site. “We felt helpless as many people were trapped and crying out for help. Some of the bodies were in pieces.”
Feroze Khan said his house, which he had built at great cost over many years, was buried under mounds of garbage and earth. “It was three storeys high. But now, houses which were situated on higher ground have been swept along with the landslide and are lying on top of my house.”
Mr. Khan was furious over years of inaction by authorities. “We have been warning them for years that this could happen. Yet, they paid no attention.”
Much of the residents’ anger was also directed towards politicians, who they said had not taken concrete steps to stop the continued dumping of garbage at the site over many years. They claimed that both the former Government and the present one had all but ignored repeated warnings that the ever growing mountain of garbage was posing a severe threat to people’s lives.
Padma Dias, a housewife, claimed that she and her children had been among those who had been protesting continuously over the garbage dump. “The Government would send the police to beat us when we protested and chase us away. They come now and act like they are sad, but they could have resolved this before so many people died.”

He saw the tragedy coming, but could not save them

For years, Keerthirathna Perera had been at the forefront of the protests against the continued dumping of garbage in Meethotamulla.
On Friday evening, Mr. Perera had noticed that the earth at the garbage dump near his house was starting to move. “We decided to start removing our belongings from the house as a precaution. I went to my three-wheeler which was parked outside. As soon as I went outside, the landslide began,” he said. The garbage dump came crashing down on top of Mr. Perera’s house. He found his wife half buried in the rubble. “My granddaughter was buried next to her, but only one of her arms was visible.” After frantic digging, Mr. Perera and others managed to take out his wife and take her to hospital. She is currently in the Intensive Care Unit (ICU).
However, a distraught Mr. Perera said he was unable to pull out his grandchild, who died at the scene. Several other members of his family, including his son-in-law and a grandson are still missing.

Dogs sensed the disaster
Many area residents claim that their pets, especially dogs, had sensed the impending disaster almost an hour before the landslide struck.
According to witnesses, dogs which were either locked inside houses or chained at various locations had become agitated and had tried hard to escape. Even stray dogs on the streets had behaved in an agitated manner and many had run away from the location, residents said.
Dogs which left the area before the landslide returned later and were now roaming freely around, they said.

The dump will be removed: PM
Prime Minister Ranil Wickremesinghe in a response to Friday’s tragedy said the Government had drafted plans and was taking measures to resolve the Meeethotamulla garbage dump issue.
Issuing a statement from Japan, where he is on an official visit, Mr. Wickremesinghe assured the area people that the Government would provide relief to the families of all those who lost their lives, those who were injured or lost their properties in the disaster. He said a committee had been set up and it would brief the people on the compensation payments.
The Prime Minister also assured the Government would fulfil the promise to remove the garbage dump from the area. Steps had already been taken in this regard and the process was moving forward rapidly, he said.
The Premier said the Government had also agreed to incorporate several proposals put forward by area Parliamentarian S.M. Marikkar in resolving the garbage issue. He said the steps being taken to remove the garbage dump were environmentally friendly and were within the law.

20 ‘vultures’ arrested
Police last evening said they had arrested 20 people who were suspected of planning to rob properties damaged due to the collapse of the garbage dump.
In one instance, a gang of thieves, including women, had allegedly tried to rob Rs.100,000 from an individual near the location of the disaster. The attempt was thwarted but the alleged thieves escaped.
Police have urged people not to visit the area as it may hamper rescue and relief operations.

No more garbage at Meethotamulla
In the aftermath of Friday’s garbage landslide, the Government has decided to halt further dumping of garbage at Meethotamulla.
Deputy Foreign Minister Harsha De Silva announced yesterday that two temporary locations had been identified to dump garbage from Colombo.
Colombo’s Municipal Commissioner V.K. Anura told the Sunday Times the new process would begin from tomorrow. He said the decision to stop dumping garbage in Meethotamulla did not mean that the people would see mounds of garbage lying uncollected on Colombo’s streets. “We assure the people that this will not happen. Garbage will be collected as usual.”
The Megapolis and Western Development Ministry, meanwhile, has been working on finding solutions to the city’s garbage problem.
Ministry Secretary N. Rupasinghe said providing a short-term solution to the garbage issue was the responsibility of the Colombo Municipality. “It will have to make this temporary solution work for about two-and-a-half years, during which time we will be able to find a permanent solution,” he said.
Mr. Rupasinghe said the initial plan had been to transport garbage collected in Colombo to Aruvakkalu in the Puttalam district. “However, due to protests by various environmental organisations, we had to push that back and it will take about four years for that to be completed,”
Meanwhile, the Ministry has also entered into an agreement with a power company to set up a garbage treatment plant at Meethotamulla. This facility would be ready in two years.ax

The incessant rains that lashed across Colombo and the suburbs since May 14 make the already fragile houses close to the Meethotamulla garbage dump more vulnerable to disasters after floods wreaked havoc for over two weeks.

Reeling from a double whammy, residents have no option but to return to their flood-ravaged houses to put up with the unbearable stench emanating from the lofty garbage pile in addition to the filthy flood waters which is receding at a snail pace.
Despite the fact their lives have already been affected by the 'skyish' dump and not alternative houses provided to the residents of Meethotamulla a fleet of garbage trucks is back at the dumping site as flood waters recede in Kolonnawa and Meethotamulla area.
The Colombo Municipal Council caught in a dilemma during the floods resumed garbage dumping in Meethotamulla from May 25 as it is left with no alternative site. Its daily garbage operations came to a standstill during the massive floods that devastated Colombo last week.
Therefore, the already stinking issue in Meethotamulla, reveals the fact that the commercial capital has no permanent solution to its solid waste management system posing a risk to those living in close proximity to the dumping site.
According to Hemantha Withanage from the Centre for Environment Justice the Meethotamulla dumping site posed a huge health risk during floods as it added highly contaminated water in to the waterways especially to the Kelania River which is the main drinking water source for residents in the Colombo district.

"As we pointed out earlier it is not suitable to maintain a dumping site of this nature in Meethotamulla as it is located in a wetland. The CMC is dumping unsorted garbage which includes chemical and clinical waste with the solid waste collected from the city. Therefore it poses a huge health risk during floods of this magnitude contaminating the waterways around the dump site", he added.He warned that continuing to dump garbage at the site undermining the health risks and its capacity which has exceeded will result in major environmental repercussions.
Injustice
"The callous disregard for the environment and the health of people is an injustice to those in the area as they are not subjected to health check- ups to realise the gravity of the issue.
However, he added that this situation should not be used as an excuse by the government to transport this garbage by rail to Aruwakkalu in Puttalam spending massive amount of funds and put the fresh water resource in Thabbowa at a grave risk.
"As a solution to this situation the authorities should encourage the on-site garbage to enable the management of it easy for them and consider the over 100 proposals they had received for a proper waste management mechanism in Colombo without considering only the Aruwakkalu project as the only solution ", he added.
A CMC senior engineer told the Sunday Observer, they have no option but to dump garbage at the Meethotamulla site though it is not the best option.
He said the Municipal Council has reached out to the flood affected people around the Meethotamulla dump site, to clean up houses and the canal at the site.
"We looked into their needs and helped them to get back to their normal life. We are attending to their medical needs as well. However we had to recommence dumping at Meethotamulla with no other option.During the floods we sent our garbage to Karadiyana dumping site after obtaining a Court order enabling us to dump garbage their until floods recedes", he added. He however said the CMC will have to continue this practice until they find a permanent solution.However the Municipal Commissioner V.A.K. Anura refused to acknowledge that the garbage at the Meethotamulla site was responsible for the recent catastrophe in the area.
"Its devastation was due to the floods. The garbage disposal of the CMC also got affected due to the floods and we resumed dumping of garbage at the Meethotamulla dumping site soon after the flood water receded in the area.
Now the collection and disposal in the Colombo city is back to normal", he added.
Diseases
Nuwan Bopage, the organizer of the People's Movement Against the Meethotamulla Garbage Dump said the people in Meethotamulla and Sedawatta had to suffer immensely from the floods due to garbage mountain in Meethotamulla and after the floods they have been subjected to respiratory and skin diseases and unlike other flood affected people they cannot easily return to their houses as they are filled with filth from the garbage site.
He said people could not even reach their homes during the floods to collect their valuables and essentials from the floods due to the heavily polluted water flowing into their houses from the dumping site.
Over 300 families living around this garbage dump were severely affected due to this situation and nearly 80 families are not in a position to return to their homes.
"The most dangerous thing is that the garbage from the dumping site has blocked many waterways in the area and if steps are not taken to clean them there would be more flooding soon", he added.
He said the people in Meethotamulla are victims of the wrong decision taken by the authorities to have the garbage dumping site in a wetland in Colombo which is a water retention area. Now the garbage site had not only claimed the lives of many in Meethotamulla and Kolonnawa but also the people in surrounding areas too as it spread its highly infected waster into the water ways and flooded the down-streams in Colombo.
"The politicians come up with many solutions on stage and they make use of the garbage issue to gain political mileage and charge huge commissions from investors who come up with waste management projects. But the issue has not been addressed so far.
The garbage disposal issue should be addressed before embarking on mega development projects", he added.

(Lanka-e-News -16.April.2017, 3.15PM) Sri Lanka , the country which is supposedly seeking to become famous as the proud hub of Asia was plunged in a shameful infamous garbage disaster which claimed the lives of at least 26 victims and destroyed about 140 houses following the collapse of a garbage dump at Meetotamulla . The country must feel ashamed, for this was not a natural disaster but an imminent disaster the rulers of the country for the last several decades were aware of .
In fact this is a garbage dump which was the creation of the rulers over decades to the detriment of hapless and helpless people .
Among the 26 dead so far are 4 students including a 13 years old boy , and two girls , 14 and 15 years old . 625 people and 180 families have been affected.
Mahajara Maharaja’s lapdog Marikar M.P. who visited the scene of disaster after everything was over were jeered, hooted at , and chased away by the people . The Police and the forces are conducting a search operation for more victims since the time the disaster took place .
This garbage dump which was on a marshy land collapsed at about 3.00 p.m. on the 14 th , and was in existence over a long period of time suddenly slid under the earth. Owing to this collapse , the earth at other areas began to swallow the trees and houses around . Though such a swamp is not suitable for human habitation , destitute people lived there.
It is worthy of mention ,the Sri Lankan governments that ruled after independence being accustomed to procrastination instead of facing country’s issues direct and finding solutions just wasted time without resolving the long drawn out Meethotamulla garbage dump issue.
Ministers of environment so far including Maithri are responsible
It is the ministers of environment of the past and present including executive president Maithripala Sirisena the present environment minister who should accept the full blame and responsibility in respect of this tragedy .As soon as he took over the environment ministry, Maithri declared he will use his executive powers only to resolve environment issues. But , sad to say , he is instead using about five helicopters filling those with his posse and is attending insignificant meetings daily for self ostentation and glorification while performing acrobatics and circus clowning . Even two years after his advent not a single environmental issue has been solved.
Here are some examples to prove this claim:
Even after the president himself accusing the corrupt Kurunegala environment officer who is allowing the calcium nitrate pollutant to flow into the Deduru Oya as most corrupt , he took no taken against him. The corrupt rascal is still free and continuing with his rackets.
Sand mining along the banks of Maha Oya is another example. It was Maithripala Sirisena himself who issued licenses to his favorite politicos including Hirunika Premachandra and Duminda Silva . These politicos who fatten at the expense of national interests after collecting as many as 7 to 8 licenses distributed those among their business friends and sidekicks . Subsequently when the businessmen started the sand mining operations after investing in millions of rupees , the same Maithripala Sirisena the president ordered a ban on sand mining amidst protests staged by environmental organizations.As a result the businessmen who invested were driven into utter despair .
This is a clear index environmental issues are not being probed duly or on a plan. Though the president is making grandiose speeches about environment , apparently he has no knowledge , experience or fixed policies in that direction.
The Meethotamulla garbage disposal issue clearly illustrates this sad state of affairs. It is the UPFA to which party Maithripala belonged that failed to address this garbage issue at Meethotamulla for the last 23 years ,and contributed to its escalation . Hence it must be held primarily responsible for this tragedy.
The present disaster management minister Anura Priyadharshana Yapa who was the environment minister at that time , has through his stupid announcement pertaining to this issue only betrayed what an incompetent irresponsible fart of a minister he is. ‘A proposal was made at that time to initiate five garbage disposal areas , yet nothing materialized. Why no action was taken is something beyond my comprehension’ this scoundrel of a minister said most unconcernedly and insouciantly . It is this same Yapa who was the minister of environment at that time who is now talking like a baby who has been deprived of the soother .
Toffee nosed Gota who was in charge of the Urban Development Authority in the past , and paraded as a paragon of virtue too due to his rapacious obsession for filthy lucre however earned , only wasted precious public funds and time on paving roads with stone slabs purely to line his pockets with illicit commissions from those projects , without paying any attention to the most burning garbage disposal issue which was a scourge even during his lawless corrupt era.
Rajapakses only chased after ‘money making’ and ‘merry making’ at the expense of the people during their entire reign. This has been confirmed by the Rajapakses themselves who are now in and out of prison paying for the unpardonable sins they ruthlessly committed on the people.
Former environment minister Patalie Champika the present minister too is no better. While talking about Mega Police he is planting brinjals in paddy fields.
Clearing one’s own dirt is a vital responsibility of oneself. The masses should financially contribute towards garbage disposal without which garbage disposal cannot be managed duly . The government must have the ability to muster the support of the people to put in place a permanent program towards this end. And the government must have plans to implement those.
Advanced countries that convert garbage into something worth …
Advanced countries have converted garbage into something useful .In those countries the residents in the areas where there is garbage disposal , pay about 5 % of their taxes annually to garbage disposal management centers . That sum is based on the prevailing market value of the property and the income of the resident. The research to recycle the waste for use is conducted by the Higher education Institutes in each of those areas.
The businessmen contribute towards that because they can secure later the business resulting from the recycling product following the research. The students who engage in the research while pursuing their studies find employment later in the businesses that are born out of this recycling.
In SL, the government officials and the political leaders have no interest in enlisting the scholars of higher education Institutes or businessmen towards such a project or method. Neither have they evinced such an interest hitherto.
When there is a leader who resigns from his party to defeat it secures the leadership of that same party later , and seeks to revive and resuscitate that same people discarded party , only to turn everything topsy- turvy , nothing better than people dying under the garbage dump can be expected in such a country .
After independence , our local leaders did nothing at any stage to resolve the country’s issues . All what they did was aggravating the issues .
What a shame ! this is a country which is getting ready to celebrate its 70 th independence day in all its splendor and grandeur , while a large number of its people are dying buried under stinking garbage dump !
